professionals provide comprehensive administration services for COBRA and for state benefit continuation requirements.

COBRA Administration Installation and Set-Up

 

Service Standard Optional
Provide installation package to plan sponsor, including electronic forms for collecting rates, and information about current continuees and Qualified Beneficiaries (QBs) in their election period, and for use with future QBs,
Mail informational materials to current QBs introducing ARC and our process, and enclosing their premium payment coupons
Provide toll-free customer service to address QB questions about the change and the process

 

 

Qualifying Event Services

 

Service Standard Optional
Prepare and mail election package and enrollment form to each new QB
Send a separate election package to spouse, if any
Follow-up on any returned or undeliverable election packages
Track COBRA election and payment timelines
Issue HIPAA certificate to each QB as of the Qualifying Event
Provide toll-free customer service to address QB questions
Send premium payment coupons to QBs who elect to continue

 

 

Ongoing Administration Services

 

Service Standard Optional
Provide toll-free customer service to address QB questions
Receive and track premium payments
Send monthly payment reminder letters to QBs during the grace period
Communicate with QBs regarding insufficient or NSF checks
Forward one check to plan sponsor on a monthly basis representing all premiums received during the month
Provide detailed monthly reports of all COBRA activity to the plan sponsor
Issue HIPAA certificate to each QB as of the termination of COBRA continuation
ARC Website for qualified beneficiaries and for ARC COBRA Administration clients
Issue HIPAA certificate not related to a COBRA event
Send General COBRA Notice (also known as Initial COBRA Notice and COBRA Rights Notice) to new participants (service includes COBRA Notice of Unavailability)

 

Open Enrollment Services


Service Standard Optional
Provide QB mailing labels or address files to the plan sponsor for use in sending open enrollment materials to QBs
Send rate change notices and new premium payment coupons to QBs
Manage the open enrollment process for QBs

In addition to encompassing both the federal COBRA requirements and any applicable state benefit continuation requirements, ARC's services also include our client indemnification for any errors made by ARC. ARC retains all records relating to each client's administration services for seven years.

Retiree Billing Services are also available from ARC. The services are very similar, in most respects, to the COBRA administration services outlined above. The most significant differences are that the COBRA statutory and regulatory requirements relating to such things as grace periods, late payments, insufficient payments, and so on, do not apply, and that ARC can receive automatic payments from retirees via Automated Clearing House (ACH) transactions.
