The responsibilities of our transition specialists encompass the following:

For Expense Reimbursement Plans . . .

  • Consulting to assist the employer and broker with plan design or redesign
  • Overseeing the drafting of plan documents, if required
  • Developing an employer administration manual and communicating the contents to the plan sponsor
  • Developing and producing employee materials to communicate the details of the plan and the administrative procedures
  • Conducting employee enrollment meetings
  • Establishing data transfer procedures and ensuring that the participant data is communicated to ARC in a timely and accurate manner (especially critical for take-over of administration responsibilities during a plan year)
  • For transfers of administration during the plan year, preparing and mailing "welcome" letters with claim forms, envelopes, and reimbursement schedules to all participants
  • Transferring responsibility for ongoing administration to the ARC expense reimbursement department and specifically to the account manager who will be providing ongoing administration services to the plan


For COBRA/HIPAA/State Law Benefits Continuation and Retiree Billing Services . . .

  • Developing an employer administration manual and communicating the contents to the plan sponsor
  • Working with the employer and broker to gather information about all continuable benefit plans, including current rate structures, and all current qualified beneficiaries and their status
  • Developing and mailing a "welcome" letter to all qualified beneficiaries to introduce them to ARC and our processes and procedures, and to provide their payment coupons for future payments
  • Transferring responsibility for ongoing administration to the ARC COBRA department and specifically to the account manager who will be providing ongoing administration services
